hang on… upon 2nd reading of Terry Meza’s bill… when intruder breaks into my home, i have INCENTIVE to kidnap him, ask him for his home address (i have ways and means to get this info), then intrude into his home and steal his stuff — he has a responsibilty to my safety and his loss can be mitigated by undergoing lengthy insurance claims
